I was on a jury, that included an attorney.
He made an interesting point: Juries effectively have no rules. You may consider anything you want. Including the behavior and reputation of the arresting agency.
If an agency (such as the ATF, FBI or podunk PD) is out of line holistically you may use that as enough evidence to vote for acquittal. Period. Also known as jury nullification.
