It can easily be done with just a couple of tools. Here are the tools I used: a vise, a go-guage, painters tape, a hammer, a punch and allen key to disasemble the bolt, a torque wrench, and a piece of 2x4 worked to secure my barrel in my vice.

There are a couple of threads on here about doing it. There are also some youtube videos on the subject. I built a 6.5x47 off of a non-barreled action I picked up here on the hide. If you have any more specific questions just shoot me a pm. I picked up the Shilen barrel off of Midway and I've got no complaints.

+1 on a Criterion barrel from NSS

Swapping bolt heads isn't necessary going from 22-250 to 6.5x47.

You'll need a shop vise, notched hardwood blocks, some brown sugar (yeah), a barrel nut wrench, a 1lb hand sledge or headblow hammer, a 6.5x47 Go-gage and some scotch tape.

Put barrel nut wrench over barrel on nut wrench, place brown sugar on notched blocks, put blocks over barrel and tighten them down as tight as you can get them in your shop vise. Take hammer and hit the wrench solidly as many times as it takes to break the nut loose. Unscrew action from barrel, then loosen vise, remove barrel from barrel blocks, and remove recoil lug/barrel nut from barrel.

Secure new barrel into vise via blocks. Screw barrel nut all the way onto new barrel, place wrench onto nut, recoil lug against barrel nut, place go-gage into new barrel and start screwing the action on until recoil lug is properly fitted on notch in action and action stops; does not need to be super-tight, just until the action stops. Hand-tighten barrel nut. Remove bolt & go-gage, place 1 piece of scotch tape on bottom of go-gage, then reinsert in barrel and attempt to close bolt. If bolt does not close then headspace is good; if it does close then diassemble and try again OR use a proper no-go gage (though scotch tape works just fine and is very safe). Give barrel nut wrench one moderate whack with hammer, remove barreled action from barrel blocks (using warm water to remove sugar on barrel from barrel blocks if necessary), place newly barreled action in stock and go shoot.

Rosin from the baseball/sports section of your local Wal-Mart works well too (if you're not into putting brown sugar onto your rifle).
