No. You will lose a little velocity, but not enough to really effect much at short distances. That 1/12 may like 168 grains just a little better though.

I have that same barrel in 25 inches, it shoots the 175 SMK with 45 gr of varget in win brass like a hammer, used it in F class and made master with it, it has 1455 rds through now and is still shoots sub 1/2 MOA. it likes 168 and 190 just the same, great barrel.

So it will be fine to stabalize that type of bullet with the slow twist ratio at a short length? I just wanna be sure before I cut it and have it crowned. You cant add after its gone

Having had barrels from 19" to 26" in .308Win, I've settled on 22" from the lug as a good compromise. Below 20" I felt I was giving up some free velocity; above 24" the barrel started to feel long, especially if you put a brake on it. Anything between 20-24" will meet your needs, just check how the rifle balances.
