Probably not for a while. I live in WA but grew up in MN. Last year I met with two other Minnesotans and we spoke with Senator Wolf about a silencer bill. Senator Wolf was agreeable to sponsoring a bill as long as she got the support of other Senators. This did not happen.
A year ago only the police could use silencers, but only for tactical emergency response. This seems to rule out the swat teams training with them also which seems to be a very stupid idea. Last year the DNR also lost the right to use them for animal control purposes as their exemption sunset. Earlier this year they got that exemption back without a sunset provision.
Other progress is being made.

I have been trying to get people to talk to their senators and representatives, but the response has at times been a bit hostile. Some people just seem to think that they need to sit back and wait for the political climate to change before they take any action other than bitch on gun forums.
In WA it is the Democrats that are taking the lead in reducing gun restrictions. It is the Republicans that are the only ones telling me that they do not support gun bills.
Until Minnesotans learn that they need to educate their legislators instead of letting the gun control freaks do it for them, they are going to have to live with the restrictions that are in place now. The MNCRA is working on a bill, but I know little of their workings.
