Whats the differences between these two optics? Is it just the Army's designation for the same optic?

I think it is the same thing. The military generally comes up with fancy names for their gear. AR15 vs M16, that sorta thing. All the pictures of the M151 are dead on for the Mk4, and Badger's website states:
