If I gave you $1700 for a rifle/scope/bipod/etc. what would you buy? The rifle would have to be .5 moa or close to it. The scope has to have at-least 15X magnification. Caliber needs to be .308.

I'd get an SPS Tac or AAC, a B&C stock, and a used Leupold Mark 4 3.5-10x if that were my budget. Top it off with a Harris and quality base/rings.

I have the AccuStock and love it. I can take the barrel/action out of the stock and put it back and not lose POI.
My Savage will shoot 3/8" groups with factory hunting ammo if I do my part. Mine does not have the heavy barrel, but I plan to have Savage change it to a varmit barrel and they say it should be more accurate. It's hard to believe it could get better. I would not hesitate to buy another one.

I would get a Tikka T3 scout in 308 (Cabelas has them on sale for $750). I dont have a large sample rate but have heard very good things about them and the one I have seen shoot was impressive. The first group shot with the rifle (that only had 20 rounds threw the bore) was 8 rounds @ 100yards that measured 0.410" and that was with no load work up. They come with a 20" barrel in 11 twist and have a pic rail. I would save up a few hundred more and get a 5-20 Super Sniper. It will be worth it in the long run!

If you said 1moa all day, that would be easier to accommodate.

Please understand: I am not trash talking your dad. I believe the greatest times I have with my dad (and now my son), they have all been at the range. Even if we have a crappy day.
But, if your dad is not capable of the half moa the rifle is, itmay loosen the budget a bit for QUALITY ammo. I suggest FGMM or SW Ammo.

He is definitely not a .5 moa shooter, but I'm just relaying to you what he is requesting. I will end up using it more than he will, and he wants a quality rifle to have fun at the range with and pass down. We both have 300WSM for elk/mule deer hunting, but ammo for them is too expensive and the kick is too much to enjoy a day at the range. I am not saying I am a .5 moa shooter either, but I can do .75" at 100 yards pretty consistently and I am still getting a lot better.

I purchased the savage FCP-K about 9 months ago put it in an XLR chassis, Vortex PST 4-16 with Badger rail and rings and and atlas bipod. Absolutely could not be happier. Granted with the goodies I put on more than a $1700 setup but when I do my job which isn't all the time it will shoot 1/2, in the hands a a real shooter I have seen it put together repeated 1/2 MOA groups. It loves federal FGMM 168's. Honestly never shot it with the accustock, always in the XLR, so I can't comment on that.

I have messed around with some options on that Remington and Howa package, but I am not really seeing any greater value than the Savage 10 FCP-K when it can be had for $700. I have priced everything together, accessories and all and I can get the fcp-k w/ vortex 6-24X50 for <$1650.

Get the Savage. Great rifle and accuracy for the $$. Love my 10BA-LE in .308. I have done .3-.4 groups @ 100 while doing my load work ups. (175SMK in IMI match brass). Shot .5" group the first day with some half assed ammo I put together with FC NATO range brass, 168 hornady and 10 year old BLC-2 powder.

well if you want to save a few bucks and have a threaded barrel i would get the Savage Model 11 Hog Hunter. you can get them for about 200 bucks less than the AAC-SD. get a replacement stock off of stocky's or another well known site, put on a muzzle brake, bipods, and scope.
i own a AAC-SD and am thinking of getting the Hog Hunter in .223. not sure if it'll be a .5 MOA shooter but im sure if you get the right stock and bedd the action it'll be at least 1 moa or better.
even if you buy an AAC-SD or any other off the shelf rifle you may not get .5 moa with factory ammo.

I've been talking to my local dealer and we've struck a deal for a Remington 700 tactical, vortex viper scope, warne rings and base for 1150. Damn good deal if you ask me

+ 1 on the savage, I'm a bit over that price, just $1800, with my savage 6.5CM LRP, harris 6-9 swivel bipod and vortex 6-24. I've shot.5 moa out to 600 yds if I do my part with factory hornady amax 140. Used to shoot a lot when I was younger but just got back into shooting again. The LRP with the heavier receiver and target trigger doesn't come in .308 though.

I was less than that into my FN SPR A1(DBM) scoped,though I stabbed a 3.5-10x M3 on it. It ships with a McMillan,though the DBM's COAL latitude is trite and well shy of the throat,which is a goat fuck on a 3" receiver.
But I hate Winchesters and 308's.

If you want a rifle that will actually deliver 1 MOA or better, especially if you expect .5 MOA, then you really have only two options.
1. Buy a used rifle from someone you trust who can show you actual groups that the rifle has shot. There are many nice used rifles listed and sold on this website that will meet your needs for both accuracy and price.
--or--
2. Buy a new rifle that comes with a guarantee that it will deliver the level of accuracy you desire.
If you do not pick one of the options above then you are just taking a gamble on the level of accuracy you will end up with. I believe any factory rifle that you buy new in the price range you are talking about will only meet your desire if you happen to get lucky. Just because some folks talk about getting a certain level of accuracy with their XYZ rifles, does not mean that all XYZ rifles will provide that level of accuracy. If you are willing to take a gamble with $1700 then that's your call, just go into the deal with your eyes wide open!
