Most sources say exactly the opposite, that .308 pressures are potentially higher than 7.62mm pressures. 7.62mm pressures I've found are also usually specified measured in CUP, which are typically somewhat lower than true PSI measured using modern strain gauge methods.
SWAmmo hit it on the head in his earlier post, indicating that military ammunition is loaded to 50,000 CUP max, which may or may not be around 58,000 true psi depending on who one asks, while commercial ammunition is loaded to 62,000 psi max. Proof pressures are similarly proportional, at 67,000 psi for 7.62mm military loads and 83,000-89,000 psi for .308 loads.
