Gunsmithing New action in a previously bedded stock

I am putting a new Rem 700 action into a McMillan HTG that had been bedded for another Rem 700. My question is should I remove all the old bedding compound, or can I just re-bed it with the old bedding still in place?

I hate to say it, but either bolt it in and go or remove a bit of the old bedding and skim bed with the same compound. I've bolted a couple into previously bedded stocks and had no issues(these were factory stock configurations) and had a couple others that I was hogging the old bedding out and rebedding with devcon. If it doesn't bolt in smooth n clean at least a skim bed is in order..

It might work as-is. You won't know unless you try.

If you do want to re-do the bedding, you do not have to remove all of the old bedding. You do want to remove enough such that you get a proper thickness of new material (the Devcon datasheet suggests a minimum of 0.003-0.005"), and the surface should be rough enough for the new material to adhere properly.
