Looks like a Leupold "football" style mildot to me.... Maybe by premier reticles. But I believe it was also a Leupold factory reticle at one point in time.

Not a vortex, picture is through the ocular lense. The scope was not taken apart for the picture.

no, no, no and WTF? LOL! It is a modified rifle scope. Some may say reciently the pinnacle of all that is scope, used by those that are all that is sniper.

Since you're in GA, I'd guess either Barska or NC Star. Local good ole boys love them some Barska and NC Star snipery goodness.

Combo of two above, Unertl, 10x USMC with USO A3 upgrade and screwed and glued photo etched reticle. All stuck in an NC Star, just for us GA boys.

I may be mistaken, but I thought the Unertl, and the MST100 had the "Football"?</div></div> Unertls had both. The older ones, typically with 4.5moa of windage had round and the later versions with 8moa windage had footballs, but there may have been some round ones out there too, it's been a while for me. We would cuss it up if we got one of the older scopes for having the limited windage, but we preferred the round dots.
