How would one go about finding a quality smith in their area? Can anyone recommend one in Portland, Oregon (or a reasonable distance from there)?

It would depend on what you want done.
For small stuff i have had Allison and Carey on Stark do some,they are close to me and have convienent hours.
Jeff has always treated me good on service and pricing.
