I would buy a copy of the book American Sniper by Chris Kyle.
What kind of Optic does your hypothetical sniper have mounted on his Remington 700 .300 win mag? Is your sniper in the US military? Is he in law enforcement? Who will he be shooting at 1800 meters?
Is this book supposed to be a factual book based on an actual American Sniper like Chris Kyle or perhaps Frank L Galli (if so Frank has excellent book called "precision Rifle Basics") you might want to have a look at.
Do you own a rifle?
Have you ever shot a rifle?
Do you believe Americans should own rifles?
Would you like to try to make a shot like that (on paper or steel not on a person)?
Have you ever published a book before?
What or who would be the target of the sniper in your book?
What kind of credit do you intend to give a hide member who helps you figure out how to make this shot?
If you are legit, you could get a lot of help here. But it seems to me that you need to put forth a little more about who you are first. On the other hand, who am I.

Along with the lines of diverdon's thoughts, it is curious to me that you're going to be writing about something that you've no experience of. Apparently. So the question begs, what experience DO you have. On what grounds/basis are you writing from?
Are you wanting authenticity and reality, or are we talking photon laser engagements, with satellite guidance equipment? To say that you've come to the right place for the details, explanations, factual events, AND training is an understatement.
To also say that you're asking alot, from alot, with practically nothing offered in return or balance is another understatement.

Im a college student looking for a living. I have shot multiple varients of AR platforms fitted with eotechs, I have shot a 700 knockoff in 30-06 using a cheap walmart bushnell. Im good when it comes to handguns and the AR's. As for a shot at a steel target at that distance, if opputunity knocked I'dlove to. I do believe Americans should own as its our right to bear, we need a way to protect ourselves as leo dont seem to arrive on time. I have just finished my first book, should be getting published in the next month or two. This shot, however takes place at the beginning of the 2nd, which should be started in a few weeks. The target would be a leader of a hostile force still undecided.
Btw, the stories are being dedicated to the men and woman of our military, past, present, future. I am also trying to send a set to a hundred different US bases throughout the world when the second is completed. Its my way of giving back to them what they do for us everyday.

Taking you at face value. You must first select an optic. You're pretty new and appear legit. You need to incorporate three very important pieces of kit into your book. Windcheater, Slap-off and the aforementioned SpinD. A 1800 meter shot is likely inconceivable without the sound application of these three items.
.50calcrusier has more than 20x the post that I have, so I think that his info is probably 20x as good as mine thus I would try to incorporate the items he refers to in your book.
It is fictional in the since that all of it is created from my mind. However I am aiming for 100% realistic, as in all of it can actually happen
I fully understand your situation. As a fictional character myself I can understand your need for fictional information. But if you want real realistic info I would suggest you go to your nearest comic book store, they have all the info you want including top secret stuff. That's where I went to learn how to shoot a gnat in the ass and poke his eye out at 1000 yards.

You're going to have to hold over or adjust your sights approximately 197 FEET over the target. That's with a 220 grain bullet traveling at 2600 at the muzzle.
lol, how the hell do you expect him to know how to determine the length of feet? 9", 10", 11". etc?
