Found the answer after more research, and for those wondering the owner of this rifle said:

". The cheek rest was made using some scrap coyote brown kydex I had left over from a holster project. It's pretty easy to work with after some practice. I glued some thin craft foam on the upper surface for a more comfortable cheek weld. Hardware is some flat headed furniture bolts from the hardware section at Lowes and some knurled steel 1/4-20 nuts from McMaster Carr."
 
Karsten sells a kydex cheek riser that is quite similar and of exceptional quality. Do a search for him and you will surely find his site. His product is top notch, sturdy, adjustable and properly cut. Can't recommend it enough

Here is the web page for Stocky's Karsten cheek riser. I have 3, 2 with the recessed locking nut and 1 with the hand turn nuts. With a bolt gun you have to lower the rest or take it off or take the rifle out of the stock, to clean it. With the hand turn nut, you can mark the rest, but it still doesn't come right back to location, where the recessed nuts go into a hole in the slot, so they go back the same all of the time. The hand turn one came on a stock I got for a Remington, and after using it I swapped it with the one I got for my M1A, because it cleans from the front. Really like them and I have several rifles with built in adjustable check rests and these work just as good and are easy to install, and don't add weight like the built in ones do.

Yes they do but the problem with the Karsten on this stock is it covers the rear sling mount, whereas with this design he allowed for the rear sling mount. Also it appears he made a notch in the top of the rest for the bolt.
