Maybe a really stupid question but having never messed with a trued/blueprinted remington 700 i'm curious if truing/blueprinting makes the action "smoother"/easier to operate.

Usually, when the receiver is trued to include the bolt lugs and a bolt knob added it feels some what smoother. There are several other factors though that help in the felt smoothness of operation.
A few other things to consider are;
Cocking ramp and cocking piece contact surfaces
Firing Pin Spring tension
Bolt Handle Timing
Bolt body to bolt raceway fit relationship
Anti Bind Rail to bolt lug contact
Cocking piece to sear bar handoff relationship / Cocking piece protrusion after handoff (partially dictates FP spring tension)
When one takes all of the factors into consideration and the amount of work required to make a "Factory" receiver run right, a custom receiver really is the only logical and financial choice.
"Smoother" isn't quantitative enough to give a good answer. Yes....it can be slick as snot when clean and lubed.....or tighter than a squirrel shittin' a peach seed when not......but so can a factory gun. A lot of the "feel" comes from the cooking action......which is why a winchester feels so slick in the middle position.
I figured lapping the lugs (if needed) would produce less of a cam when cocking. As far as the bolt raceway goes what would you do to alter the smoothness of bolt travel?
Both my actions are fine in just curios because I will be having them trued.
Also cerakoting say a reminton 700 jeweled action, would that reduce the smoothness of bolt travel?
If you get too much cerakote on the bolt and/or inside the action, it'll bind or not run at all. Makes very little difference whether the bolt's been factory jeweled or not, unless they went so far as to reduce the dia of the bolt body when they jeweled it.
