CT has crappy gun laws but is essentially shall-issue for what CT people call a Pistol Permit.
MA is equally though differently bad, but also very straight forward to get what MA people call a License To Carry. No justification or need is required to get one.
And finally, DE can't be all bad. The last time I was there they recognized my NH carry permit.
