    I think that's about right. I have an RR prefix from that time period. Overall (not specifically on M24's), the RR prefix receivers began to be used in the latter part of 2012.

    Have you run an Army FOIA request on your receiver serial number? All of the US marked M24 serial numbers that I have run have come back with good information. I think that would be the best and quickest way to confirm. I don't remember the CMP selling or auctioning any M24 rifles or receivers...

    C prefix M24 receivers were U.S. marked, as well as a few E prefix receivers. After that the use of US markings was ended. Later M24 receivers including G prefix and RR prefix were not U.S. marked.

    Differences between the Mark 4 Leupold M3 and the Vari-X III M3?

    The 308M turrets are graduated in meters and the 308 WIN 168gr are in yards. The Vari-X III 3.5-10x40mm Long Range was produced up to about 2003 and then the Mark 4 LR/T started about 2004. As far as I can tell they are the same otherwise.
