You should do more research. Texas DPS is just highway patrol. There is only 1 Ranger assigned to the Uvalde area and only about 25 or so to 600-800 square miles. With what's going on on the border, I have no idea if he was even in the area.
The assumption is that every LEO is a brave hero. That's revealed in stark reality when exposed to a 'combat' situation, when many are forced to confront their own fears, where some will fail. Not meant as criticism or an excuse, but you just can't predict behavior in a high-stress situation.
