It's rustAre you sure that it's actually rust and not residue from certain types of powder?
Id be surprised if cerakote stands up on the baffles of a muzzle brake.
And nitride treated as well I it's the one I'm thinking of.That particular break is supposed to have been made from 416 SS
Only cleaning products I’ve used is Shooters lube and jb bore paste. None of my other rifles and handguns have had this type of reaction to the shooters lube. The rifle only has around 80 rounds through itIt looks like it may be some type of chemical reaction.
Chlorides will do that to stainless steel and some cleaning solvents have chlorides in them.
Just a thought.
I have an LMT carrier that is NP3 coated, very slick and cleans up easy.Monel 404 Won't rust ,neither will titanium 316L SS is higher corrosion rust resistance . One could get it DLC coated .
You could also have Wright Armory do NP3 or Teflon coated . Fyi : NP3 is an Electroless Nickel/PTFE coating that combines sub-micron particles of Teflon with Electroless Nickel.

Had you read above you will see where I’ve only used shooters lube and jb bore pasteNot nessisarilly rust. I would bet money it's from using solvents or things like CLR...which will cause nasty growths like that on stainless steel.

After cleaning did you oil the muzzle brake ?. What about excessive humidity ?. Not sure about shooters lube ,as to it's chemical composition . Perhaps a reaction with JB Bore paste ?. What I can tell You or anyone else is : Dealing with sharp edges doesn't fair well with applied baked on coatings . Ceramic-polymer is no exception ,just like powder coating ,epoxy , urethane whatever DOESN'T adhere to sharp edges . Chemical conversion coatings are a better choice IMO .Had you read above you will see where I’ve only used shooters lube and jb bore paste
