Have a fairly nice shooter Ruger 77/17 .17HMR All Weather stainless model. 24” barrel, extra stock, Volquartsen sear, 2 mags, Leupold VX-2 3-9x40. Listed on GB but get ahold of me if you want to work out a better deal outside of GB or if you have any questions.

Is this rifle when Rruger changed over and started threading the receivers or does if have the barrel that the bolts can be loosened up and slide the barrel out?

This is a slip fit barrel model where you can loosen the bolts and replace the barrel.
