Locking/non-locking. Never heard of “translating”.
It’s personal preference. Generally most people leave their windage alone, so they want it locking (on zero). We dial elevation almost every shot, so locking the elevation turret is kind of pointless. If it locked unintentionally it could throw you off your game, so it's better to get the little, printed spacers (can't remember who makes them) and just prevent it from locking, at least when at a match.
All my scopes have locking turrets, and all of the elevation turrets wear those little collars. Locking turrets is more a fudd thing. I honestly don't care, but I make sure my elevation turret doesn't lock just to remove that from the equation.
