Yeah, the foster system is utterly a den of disgusting all over the USA... It's pretty much designed to pay predators to take in vulnerable, damaged kids.
Admittedly, there are some amazing foster/temporary homes out there who do great things for kids in need... and for the right reasons. But I'd bet, sadly, that it is a minority.

I work in the same place that the foster care system is administered for the State of AZ. I know many of the managers down to review board members. I also support the IT infrastructure for the CASA program. The sickos are a very small minority. If the reverse were true, the program would cease to exist.

They would have exhibited symptoms in their youth of their depravity, likely been victims of sexual abuse in their youth, and had been raised in a household without a father figure. A surprisingly high number of them were raised by their grandmothers, or an aunt or great aunt. There are a few other factors that make repeated appearances, but that's the short list. Black people are over represented in the serial killer annals at a significantly higher rate than any other race. If this is news to you, it's because most of them kill black hookers and drug addicts, so the news doesn't care. Those stories don't sell..
