It's a nice idea, but the problem with change.org petitions is that they are usually able to be signed by anyone with a valid email, regardless where the signer lives. So the petition is easy to ignore.

IIRC California law allows the Governor to decide yes or no after recall vote . Just sayin .

Whether by election or by a legitimate popular poll, the results afterward should be very straightforward. If the defeated incumbent or the disgraced subject of a certified recall poll refuses to step down after a grace period of 8 hours, one workday, that should immediately invoke the state Militia clause, thus deputizing every enrolled member of the armed citizenry to muster and enforce the results of the poll. And once that is activated, the Constitutional militia's authority supercedes that of any local law enforcement or state police until the problem that led to the invoking of the clause is solved, ie., the incumbent/subject surrenders and steps down. To have organized state militia being loyal to the Constitution and the will of the people through legitimate election or petition only will be one way to prevent pockets of local tyranny like California, NJ, NY, and Hawaii. This also needs to be addressed in the 'Vigilance Act'. A state Constitutional Militia being an unnegotiable and mandatory requirement of membership in the Union for every state and territory.
