Pretty much that way with any government run/owned infrastucture. Never put a budget in for maintenence. I remember my old elementary school was redone to become the district HQ. Dad and I went through it after the remodel, say 3 years after and they'd strug CAT 5e cable (time frame seems cat5). from like 3 tiles down to a wall and not bothered putting where it comes down the wall in some kind of wiremould or conduit. So, I'm sure now some 15 years after remodel the place looks like a 2000 lb bomb hit it.
And we ask why this happens. Simple...no ownership. Which is why "projects" fail and apartments fail, etc, etc...
