To me this just shows a complete disconnect by the Senator. She said she didn't expect him to be an accountant but by definition she's saying that 'the budget' and hence accountants are what matters and makes things run.
The first thing this implies is that the exact same way it's operated for the past 30 years is the exact same way it should be operated for the next 30 years. Literally anyone would experience death by accounting if you try to lead through the accounting process.
The second thing is she's on the beauracracy side of things for sure. If you have a fighting force literally anywhere in harms way, and they are making decisions and requests based solely on the needs to accomplish the mission, how much of that is based solely on budgets?

My mind was whirling, frantically trying to solve each new crisis.
The Black Hawk rattled and shook, not responding to anything I did with the flight controls. We had to land, but what little I could see through the cracked windshield was all palm trees. If we couldn’t find an open space in a matter of seconds, we’d have to ditch in the trees, where the rotor blades would beat us up once they hit the branches. God, we need a place to land! my brain screamed — and just then, by some miracle, a small opening of grassy land appeared.
