Not completely. I don't agree with giving to people, if they've never paid in. That's more redistribution of wealth. What about people, who paid in at least 40 quarters and also had a government pension? They've been "offset", aka, had their SS benefit reduced. I'm one of those people. The Federal Gov't. should give my employers and me, back what we paid in, if they're not going to pay us. I'd had a better rate of return, had I invested it myself, anyhow. My local government pension has nothing to do with what I paid into SS. The feds have been stealing from us, who are in this situation. As it is, now, I can get the same SS benefit everyone else gets with their pension.

agree in that whatever pension someone gets should have nothing to do with SS payment if they have paid in the required time. what the article seems to refer to is civil service retirement account and non federal employment quarters. the determination of SS % payment is also at issue when this guy was working for the feds under CS retirement. looked like he got no income in those years. the wording seems to be that his example applies to people in his specific situation. this story also talks about using spousal benefits that are related to work/pay but not in SS specifically.
in other words,why should someone get SS payments when they haven't paid in while in a diff system which they will get on retirement? correct SS is another tax which congress has used to buy votes from people who have never paid in or worked in system long enough to qualify. the income taxing of SS is another rip off that trump has actually mentioned. it's being taxed on $ already taxed. inflation skews the whole system.
 
I've paid in over 160 quarters... but I don't get any credit past 40. It's not fair the government has dual systems and double up... I should get a percentage of all I've paid in...
As it stands now, I'm not even going to get my principle back that I've paid in my entire life, and that's ignoring any interest over those 40 years.
 
Why is it that only those who collect a "government" connected pension got penalized when collecting Social Security payments but others could work 20 yrs for company A and have a pension and work for company B and collect a pension and also collect Social Security but are not penalized?

welfare? might consider it such. but it is a type that one is forced to contribute to,like it or not. then taxed again when receiving it. so,i don't see that it fits a usual understanding of welfare. and it is not an "entitlement" like WIC,welfare medicaid,food stamps etc. supposedly a return of what one put in over the years. essentially could be considered a very warped for of welfare that takes and gives back at higher $ but much lower purchasing power than when it was taken from one. is badly broken and the can keeps getting kicked down the road by the ruling class.

This issue is very confusing and most articles are poorly written on the subject. Some pensioners, often times teachers, and in our case Sheriffs, contribute to both a pension AND social security. They are not affected by WEP.

For WEP to make a difference to a pensioner, they must contribute their 40 quarters before, during, or after their pensionable time. Someone who spends their entire working career in a pension-only system WILL NOT receive SS benefits. The SSFA eliminates the Windfall provision that unfairly penalizes workers who have contributed to BOTH a pension and a job requiring SS contributions.
