The Russian economy is far from "failing" in fact it's doing way better than most of the Europeans who destroyed their economies to back the CIA war.

Think about it, if you dont have the capacity to move all the way to the Dnieper river in one campaign what do you do? You use what you have to achieve realistic gains in support of your overall objective. And that is what he did and is doing. And that is why he will not likely make any concessions in future negotiations WRT returning territory to UKR. After ceasefire he will consolidate gains and begin the process of refit & re-arm of the Russian military with an objective of taking more of Ukraine.

I think his statement was more directed at their capability to maintain them. Some components have a shelf life.
