since they aren’t staying in her state and instead are filtering out across the US and (presumably) getting jobs or at a minimum affecting other states revenue wouldn’t that put her in violation of the interstate commerce act at a minimum? That’s federal jurisdiction at that point. Human trafficking and drug smuggling is still commerce. Then you have the non-payment of taxes (think Al Capone) and that is federal as well. If I can think of this others have far worse violations in mind that would be relevant, not to mention a cutoff of federal money.
