You can bet your ass, some form of revenue collection from citizens to the state is involved.
Hopefully it's as simple as the uscg or uscg auxiliary does up here in WA. Simple process of volunteers or contractors or uscg enlisted who come to your boat, goe down the checklist and hands you a sticker if your boat is up to compliance. 100% safety gear based inspection.
We used have something similar, when you were checked and into compliance you got a decal and they didn't stop you for the year to do a safety inspection. Keep in mind fishing is probable cause for them to stop you and check for licence and make sure you are in compliance with size, limit and species rules. The key word here is rules not law, another unconstitutional act, fines and possible jail over rules not laws.
