Can I ship or sell an AR10 Semi Automatic Rifle to California?

Yep totally legal, the only way an AR is illegal in the PRK is if the upper and lower are joined and have forbidden features, if you ship the lower by itself to CA its all legal and above board.
 
What about the CFLC program? Something about having it shipped from my FFL and that my FFL has to get a license first?

    • No, if you are not a FFL, you do not need to obtain a Firearm Verification Number yourself. (Pen. Code 27555.) However, as a non-FFL, you may need to use the services of a FFL to ship the firearm to a California FFL. (See 18 U.S.C. 922(a)(3) and 922(b)(3); 27 CFR 478.29.) The FFL responsible for shipping your firearm to California will be required to obtain a Firearm Verification Number prior to shipping, in compliance with California Penal Code section 27555.
 
It's safe to ship just the lower so long as it's not on the prohibited list. California bans by name, by "close enough", and by feature.

You can safely ship it CA as a non-FFL because you have to send it to a FFL who will make sure it is legal for the recipient to take possession of the firearm.

The buyer is from California, he wants the Lower Receiver only with no magazine shipped to his FFL in California, he also has an address in Nevada where he wants the Upper Receiver with Flash Hider installed and the High Capacity mags shipped to, Now is this okay?

The FFL might tell you to remove the magazine catch or something to make the lower technically "single shot" or "non functional" but otherwise everything should be able to go to the FFL in one box.

The Magazines you might just hang on to them and tell him to buy his own 10rd or run across the border to get some 20s like everybody else does.

It depends on the receiving ffl. I have used some that wanted it shipped from an ffl and others that just required a copy of the sellers drivers license be shipped with the firearm

I did speak with the receiving FFL and let him know of my concerns and he was totally fine with receiving it. I did put a legal disclosure letter in the case with the item stating that by transferring this item he accepts all Federal and Local responsibilities in doing so and that these Federal and State laws apply to his FFL as he is doing the transfer and that any modification that may need to be made would need to be done before he made the transfer.

I have no worries.

Always a drag to see folks post items (guns or ammo) and add no shipping to Kalifornia, almost all of the hassles are here in the PRK for the buyer not effecting the seller at all, i.e. ammo sales, the only difference for the seller is they are shipping to an FFL instead of a home address, the buyer has to deal with the paperwork and fees.
