Standard rule of thumb, with respect to gun safe capacity is:
Mfr quoted capacity divided by two (ex Holds 26 guns ... ACTUALLY means holds 13 guns).

Your mileage may vary, but everything I have ever seen or experienced follows the guidance above. My brother has 3 different safes of differing capacities and vendors; each one holds approximately 50% of stated capacity by vendor.

I modify the interior of my safes. Here is one. I use THESE to help keep the rifles and shotguns organized and have found I can stuff much more in the safes without having stuff rub on other stuff. That is CHEAP outdoor carpet from Home Depot. The shelving is made using tenon type joinery with slots. It just barely fits inside and is super sturdy but it will just knock apart if I ever want to reconfigure. It's not attached to safe at all.

Those capacity numbers can be a bit optimistic. I got a "24-gun" safe a few years back, thinking it’d be plenty, but once you factor in scopes, extra mags, and a couple of larger rifles, space fills up fast. Kinda wish I’d gone a size up. One thing I don’t regret, though, is making sure I went with USA made safes—I wanted something solid that’d last. My buddy grabbed a cheap import, and the door’s already sagging. If you’re on the fence, I’d say bigger is better.
