For give me if this seems like a dumb question. For the last 2 years I have been loading Wolf Gold brass that I originally bought preprimed. I am running out of it and plan to switch to Starline. I checked the case capacities using water and noticed that the wolf came in at 29.3 and the Starline was at 29.2. I have been told that LC comes in at 30+. Is there any disadvantage to using the lower capacity Starline? How much will my velocities suffer?

It won’t. Pressure and velocity may go up. If anything drop down a cunt hair in charge weight and see what you get.

Just a little background info for perspective.
Here is some old data from the Accurate Shooter 223 web page showing case volume and weight for a variety of head stamps.
