She described the ammunition control as one that “[refines] how credit card companies track purchases at gun dealerships.”

Hochul noted, “This gives law enforcement the opportunity to find out exactly who may be stockpiling ammunition. And this is an indicator that something untoward could be happening, so it’s an important data point for us to have.”

North Country Now pointed out the credit card tracking will occur via the use of a new merchant code, and that code will allow the tracking of not only ammo purchases but firearms as well.

 
We have an ammo background check already so the cunt knows exactly how much I go through during a shooting season.

This law is mostly likely an attempt to find out how many people are buying ammo out of state to avoid the background check and fees in state.

Since stockpiling ammo isn't illegal (maybe some fire code) it should be interesting to see how they try to apply this info. Is the fact that you're a USPSA shooter who doesn't handload going to be enough to get a search warrant?

So, just to confirm, this is still "optional" for the merchants and not yet "mandatory?" If "mandatory," then how would it work? Does it apply only to merchants who sell/ship from NYC or does it apply to consumers who purchase or take delivery in NYC (requiring the selling merchant to enter the code from no matter where they are located)? If the latter, then the merchant may as well do it for all sales rather than turn it on/off only for NY sales/deliveries. Or, maybe not. If it is only for NY based merchants, then it sucks to be them as I'm sure the NY residents will go elsewhere. Espcially those that live near PA, etc.
