My guess is one of the pipe seams failed. Happened locally, just a few years after it was installed.
That would be very surprising. Everything I saw was 100% x-rayed and they treated everything as a potential leak.
I installed all sorts of cool flow meters. They definitely know if they're losing any product and where they're losing it in a hurry.
Also know they have guys flying drones over the pipelines weekly to check for any indications of a leak.
But, everything I worked on was privately owned by Tesoro or Conoco.
I've been to that area a lot. There's nothing there but fields. They're blowing it out of proportion because oil prices are shit and they want any excuse to raise them. I'd bet it's fixed in 2 days, and they spend the next year "reclaiming" the ground.

Once upon a time one of our crews chipping concrete on a overpass pierced a 12" unmarked pipeline, that day they were pumping gasoline. They did not know they had a leak and it took some time to shut it down.
