Remington RACS top rail screws too short? Will it be an issue?

So I've noticed how none of the 4 screws that secures the top rail to the receiver comes all the way down to the bottom of the hole. Length of each screw is exactly 10mm (0.39inch) measured from the top of the head. Are these the correct ones or longer ones are required?

The screws on my XM2010 rail to receiver have a thread length of 3/8 inch:
#8-40x3/8 T-15.
