Gunsmithing savage model 10 action drilled with bunch of holes

I just trade for a savage model 10 with a choate ultimate sniper stock. Goodie goodie right? Wrong, some a hole drilled about 50 dimples in an irregular pattern all over the outside of the action!!! WQHY OH WHY would they do that!!!!????? Then they smeared a bunch of jb weld all over it to boot...
