    I'm certainly no expert, but it sounds to me like they cut the barrel with intentions to lap it to final diameter, then it got missed somehow.... mistakes happen in manufacturing. Is it normal to lap 0.0015" off? Well, actually it would only be 0.00075" per side, but since I'm not a barrel...
