The 4-16 can not utilize a double turn mil configuration as it only has 19 mil of total internal travel. The 3-12 for example has significantly more at 30ish total and why it has a 22 mil double turn option.
The only double turn option for the 4-16 is 1/4 MOA knob that offers 56 MOA.

The 4-16 PMII has been discontinued so if I were you I'd hold on to that one. However, we will continue to stock parts for service on these scopes so no worries there. I have a couple of the 4-16 PMII's I will absolutely never part with.

We can perform the Precision Hunter conversion at the US service center for a cost of $380. The options are twelve MOA or 3.2 mil on the single turn knob. I would also recommend having the fixed parallax reset to 200 meters if you intend to shoot beyond 300.

The ultra short came out about two years after the original 3-20 so it really isn't that much older. I personally prefer the shorter knobs and capped windage yet I've heard the opposite from some people who prefer the taller ones. It's truly not a one size fits all world.
Regarding the tunneling there is non on either model and no worries, lens and image quality are equal on both. The knobs on the standard 3-20 are the same taller locking style that can be found on the 5-25 and 3-27. The short knobs are of course limited to the 5-20 and 3-20 ultra's and 1-8...
For all intents and purposes both reticles main stadia subtends .050 MRAD and center dot is .050. All other lines are also sized the same with the only difference being the dots added on the T3. Illustrations can be very misleading.
Jayjay1, keep in mind the knobs are also different between the 3-20 and 3-20 ultra short. Standard 3-20 has regular locking MTC and the ultra short has the low profile locking MTC with optional 27 and 35 mil double turn.
