Both are great. MSV3 is more portable and just as accurate as the LR, but the LR makes it easy to use across multiple weapons, or while you're still getting some practice/load development done.
They're applicable for long range shooting, or extreme angle shooting. You won't need one for most competitions, as there is ample time to use alternative solutions to get the proper firing solutions.

Are you planning on testing the scopes while mounted on your rifle, or while it is not mounted? Things to consider that will impact your testing:
- Make sure the reticle is level with the target (both must be synced up with each other)

I'm a big fan of the TAB Gear PRS. Easy to use, works great, and built to last. I also have a TIS Quick Cuff, which works great, but I don't find myself using the arm loop very often.

I have both a Harris and an Atlas. Harris is great for quick deployment and it's rock solid, but the Atlas is a bit more versatile.
I use my Harris for hunting, and my Atlas for competition shooting.
As for the basic Atlas, depending on your use, I would recommend getting one with the ADM QD...
Regardless of where you mount your bubble level, you need to ensure that it is coordinated with your reticle, otherwise it is pointless. Your turrets adjust up/down and left/right in reference to your reticle, so if the reticle and bubble level aren't coordinated, the bubble level is doing more...
Being stuck at 16x is a bit of a disadvantage, depending on intended use. You don't have much of a field of view at closer ranges.
With that said, SWFA scopes are a great value for the price. They track very well. The glass is good, but not great (again, it's a budget scope).
You need to have the tripod setup so you're standing/sitting in a natural position while looking straight down range. Think of it as adjusting the scope to line up with your line of sight, rather than adjusting your line of sight to the scope.
