75 vs 100 ft/lbs is not going to make a significant difference at this point.
Could the barrel have been set up for a thicker recoil lug than you are using?
I am assuming you have cleaned any grease, residue,etc. from the chamber and bolt lugs.
You have headspace gauges?....Does the bolt close on the GO headspace gauge? If not then yes, the chamber may be tight.
Another thing to check is to make sure the ejector plunger (in the bolt face) will...
Take the action out of the stock and (1) see if the trigger move back enough to allow bolt removal or (2) shows any obviuous “tinkering” that is limiting trigger travel. Post a pictures of the trigger and perhaps someone here can spot the issue.
