Extended Focal Range (E.F.R.) Leupolds are nice and a nickel under budget too.

Vortex Crossfire 4-16x50 runs about $199 at Liberty Optics and go down to 10 yards. Got one for a .22 and it works pretty good.

Not a guess its a known fact done by hundreds of shooters, probably done around 40 in 13 years for other people.
Even the late Dick Thomas authorised such a thing, but with many manufacturers the warranty will be void if altered.
Some cannot come down that low notably Nightforce BR and NXS, even if were adjusted and sent for repair, it would be re adjusted to spec and locktited down.
What you gain at close range you will lose at the top. eg some scopes might come down to 10 but you would only see 200 yards instead of infinity, could be more could be less they all vary.
Simpler way of explaining is most scopes have a locking ring on front bell. Unscrew and remove.
Usually there are two cutouts in edge of front lens carriers.
What i would do here is mark the thread to scope tube with something semi permanent.
To go lower screw carrier looking from front bell towards eye bell clockwise. This has same effect as adjusting front focus on AO scopes which can also be done.
There may be a limit to how much it can be altered, you will find out when you cant see anything or blacks out.
Screw locking ring back on job done.
