Welcome to season 3 of the Missouri Steel Tactical Series... we have a great season ahead for you.
This past year we saw a tremendous increase in the skill level of our shooters, and we adapted by increasing the difficulty of some of our stages. For 2017 you can expect to see some new barricades... The Gate, Jiggly Bed, the PRS Skills Test Barricade, and The Car. We have 5 new targets at Rolling Hills that will increase the distances and difficulty for experts on several stages. Don't worry, new shooters will still get plenty of hits while we test the experts. Our whole focus is to bring new shooters into the sport and help them develop the skills to compete at the highest levels.
We will broaden the geographical scope of our series by hosting two matches in the Border Wars Rifle Series, and joining the new PRS Club Series to allow our shooters to measure their skills against other shooters at the regional and national level.
We will include a new range in the series.... Vapor Trail Valley near Tenton, MO. It is a great range, and good news for everyone living near northern Missouri. So.... get ready for a great time, and we will see you at the range! Here is some more information about the series, and the schedule for the year.....
What is MoST? Fast paced rifle matches divided into 8 or 10 stages where you will practice shooting at steel targets from different positions (standing, kneeling, sitting, prone), and various types of barricades. Most matches are about half prone, and half positional/barricades. Target sizes will depend on the distance and the level of difficulty. Less experienced shooters will get plenty of hits to make it fun, and the experts compete for more points by doing it faster or by engaging smaller optional targets. Targets are usually at a known distance, requiring good DOPE, and your wind reading skills will develop as you attend more matches. Most stages are anywhere from 200 to 700 yards, with an occasional stage out to 1000 yards or more.
Matches are designed to last no more than 4 or 5 hours so you can drive in, shoot 40-60 rounds, and drive home in one day for a reasonable cost. No preregistration is required....just show up.
Bolt action rifles are prevalent, but semi-auto gas guns (typically AR-10 or AR-15 platforms) are allowed and can be very effective.

The RULES are simple:
All shooters will compete in the same category....'run what you brung'.
You must complete all stages of a match with the same rifle.
You must compete in at least four matches to qualify for final standings and prizes.
You must participate at two of the available ranges.
At least 3 of your 4 qualifying matches must be in the 'steel' format (i.e. the Paper Tactical matches cannot comprise more than 25% of your qualifying matches).
Matches must have at least 15 shooters present to be counted in the series.
Junior shooters must be under the age of 18 on the date of the Finale match to qualify for the Top Junior trophy.
2017 PROVISIONAL RESTRICTIONS:
3150 fps is the maximum muzzle velocity allowed (to keep our steel intact).
NO STEEL CORE OR 'GREEN TIP' AMMO PERMITTED.
Typical calibers are .308, 6.5mm Creedmore, .260 Remington, 6mm Creedmore, 6.5x47 Lapua, 6x47 Lapua, 6mm Dasher, and GAP 6.5 4S.
Most magnums are NOT allowed (for instance, .338 Lapua, .300 WinMag and 7mm Rem Magnum are not allowed). As a guide, 3000 ft/lbs of energy at the muzzle (with or without muzzle brake) is the maximum reasonable load for the comfort and safety of shooters on the platform next to you in a confined area. If you are running more than about 55 grains of powder, you will probably not be allowed to shoot some of the stages where shooters are tightly pack on a platform or narrow shooting area, or the shorter stages where damage to target hangers is likely.
If you have questions about a load, contact Buzz or Sean for a determination well before the match. We reserve the right to disqualify any load that may cause damage to the steel or stands.
A Magnetospeed will be used on a random basis at the discretion of the ROs. Violation of the restrictions will result in automatic disqualification.
SCORING:
Scoring for an individual match will be at the discretion of the match director.
The top shooter's 'MoST' score for that match will be 100.
Other shooters will be awarded their percentage of the leader's score. For example,
if the leader scored 500 points, he is awarded 100 MOST points as his match
total. If you shoot 400 in the same match, you would be awarded 80 MOST points
as your match total (400 is 80% of 500 = 80 points).
The average of your four best scores will determine your standing against other shooters in the series.
Shooters are responsible for insuring that their scores are correctly logged at each stage and on the final scoresheet at the end of a match. Scores will not be changed once shooters leave the range.
IF COMPETITORS ARE TIED GOING INTO FINALE, THE FINALE WILL BE USED AS THE TIE BREAKER. The range is cold for a period of one week before the finale for all shooters, and shooters may not practice on the barricades of that range during this period. Use of the short range for zeroing only is permitted. If trophy competitors are tied in the Finale, the tie breaker will be a 'closest to the dot' competition.
PRE-REGISTRATION SYSTEM
Registration will always occur at 6PM on Sunday night, two weeks before each match. You will register by hitting the link we provide. It will list the number of slots, the start time, etc. We will put out a notice a couple of days before the signup so you can mark it on your calendars.
Fill in your NAME and EMAIL where indicated and hit the 'Register' button. Your name will be entered on the list of shooters in 'firstcome, first served' order.
You will immediately receive an email that will say you have been APPROVED... or WAITLISTED if the slots are full.
SAVE THE EMAIL! If your schedule changes and you need to cancel, the link on the email allows you to change your status. As a last resort, contact Buzz to change your status. Try to let us know by noon on Friday the day before the match so that your replacement has adequate notice.
Payment will be made AT THE MATCH.
If you are a 'No Show' at the match, you will incur the enduring wrath of Sean Hagerty and he will make you be a squad leader for the rest of your days with MoST. Do it a second time and we will block you from competition for an appropriate period of time, like until Sean is dead and buried. If it was a valid family emergency, let us know so we can take you off the schitt list.
To sign up your wife, child, buddies, etc... Go to the same registration page and fill out a new registration for each person. You can use your email address more than once... it will prompt you to check a box stating that you want to register again with this email... that is OKAY! If THEY need to cancel, it is ON YOU! Do it for them with the email you initially received for them.
We will usually post a list on the MoST Facebook page on Thursday or Friday before the match to confirm the names of the shooters.
PRIZES:
The MoST Series is all about encouraging people to get out and participate in the sport. We aim to build proficiency in a fun and friendly environment. We do not actively solicit prizes from sponsors (we are too busy just getting all the matches together and running), but prizes always add to the fun and anticipation of an upcoming match. If participants want to solicit prizes from vendors, they are welcome to do so, with the following guidelines:
You need to do ALL the coordination with the vendor, including letters of solicitation, 'thank you' letters, photos of the product and presentation, and publicity expected by the vendor.
We recommend giving out all prizes as a 'random draws' instead of as 'performance based' prizes, to keep things friendly, and prevent bickering over scores and individual calls by the ROs.
When you coordinate with a vendor, you may decide which match is appropriate for awarding the prize.
Bottom line....prizes are welcome, but we want to keep the emphasis on the spirit of fellowship and camaraderie that makes the MoST Series so enjoyable. Thanks for your contributions to the effort.
TEAM COMPETITION
4-Person teams will compete for a 'TOP TEAM' award.
Scoring: The TEAM SCORE will be the SUM of the 4 INDIVIDUALS' MoST score for the season. In the event of a tie between two teams, the highest individual's score on each team becomes the tie-breaker score.
Each team member must be 'qualified' by having at least 4 completed MoST matches for the season in accordance with the normal series rules.
Teams must be selected and announced on the MoST Facebook page by the first match of the season.
Team composition may not be altered after the season starts unless approved by the Grand Poobah (Sean), and only for extreme circumstances.
Any company or individual may organize a team.
Individuals may only compete on one team.
A trophy will be awarded to each individual of the winning team.
THE MoST SCHEDULE:
In 2017 we will host 21 competitions at five different ranges. The scores for each match will be posted online, and each competitor's average score will be computed on a continuing basis. The top ranked shooters at the end of the year will qualify for trophies.

It is incumbent upon all participants to exercise constant vigilance at all times in the interest of safety, and to immediately voice any issues that might jeopardize the safety of the group.

Missouri Steel Tactical Series Rules 2017
The purpose of the Missouri Steel Tactical Series is to grow and promote the precision rifle sport. Through this series we promote responsible rifle shooting and friendly competition. We encourage all competitors to enjoy the atmosphere and camaraderie of the best sport in the world.
Safety
- The following rules are designed to provide a safe shooting environment for all involved in a MOST Competition and are not subject to discussion or debate. It is everyone’s individual responsibility to read and fully understand the MOST Safety Standards; ignorance is not an excuse for a safety violation. It is mandatory these rules be read by a Match Official prior to first rounds going down range.
- Safety is the first and highest priority before, during, and after all MOST competitions and is everyone’s responsibility. Anyone who observes an unsafe act can call a cease fire at any point during the course of an event.
- Keep muzzles pointed in a safe direction at all times regardless of the status of the weapon. Do not point any weapon at anything you do not wish to destroy. This is considered “flagging” and will not be tolerated.
- Keep your finger off the trigger and outside the trigger guard until you are ready to shoot.
- All MoST events will be run on cold ranges. A cold range is defined as keeping firearms unloaded until it is the competitor’s turn to shoot.
- While conducting any movement with a firearm at a match, the participant will ensure all of their weapons are pointed in a safe direction at all times.
- All participants will ensure all of their weapons are cleared with the magazine out at all times.
- Open chambers (locked back if AR platform) will be utilized at all times unless actively egaged in a competition stage.
- No person shall consume or be under the influence of alcohol or faculty altering drugs such as common narcotics during the match. Any person found to be impaired and unsafe as a result of legitimate prescription drugs may be directed to stop shooting and requested to leave the range.
- Chambers will remain open/locked back until the squad leader gives the command of “Load and make ready.”
- It is the shooter’s and squad leader’s responsibility to fully understand the COF and how to prepare their rifle prior to starting.
- All transitions and movements during a course of fire must be done with open bolts and an empty chamber. An exception will be made for Semi- Automatic Rifles but only at the discretion and approval of the Match Director. If the MD does permit transitions and movements with a hot rifle, the weapon must be on safe and the shooter must give an audible “Safe” before moving; NO EXCEPTIONS.
- The 180 degree rule must be adhered to at all times. No shooter will point their muzzle any more than 90 degrees off of the direction of fire in either direction.
- Negligent Discharges (ND’s) are taken very seriously at any MOST event. A ND is defined as any round unintentionally discharged from a firearm during a transition, movement, and/or weapons manipulation; or a round intentionally discharged during a cease fire period.
Match Conduct
- The following chapter describes the conduct of MOST Matches. Some items are rules which must be followed to ensure match standards are met and others are guidelines which should be followed but may not be possible due to extenuating circumstances.
- The Missouri steel tactical series will utilize the squad leader system for match flow. Squad leaders will be appointed by Match director based upon experience and rotation.
- The Squad leader will give a detailed stage briefing set forward on the match description prior to all stages. The squad leader will appoint a spotter and a score person for each stage and rotation. These responsibilities are to be shared throughout the entire squad. If a question or concern should arise it will be brought to the squad leader. If the squad leader cannot resolve situation he/she shall bring it to the Match Director. The Match director can then confirm with all squad leaders the resolution.
- Squad leaders are responsible for all aspects of the COF they are running. They must have a complete understanding of exactly how the stage is to be executed. Any questions regarding the rules of the stage must be addressed with the MD prior to the start of the first shooter.
- Squad leaders must have a full understanding of the official MOST Rules and SOP’s.
- Squad leaders must ensure the rules are the exact same for each shooter.
- A Stage Brief will be conducted prior to the start of each squad and all questions must be asked and answered prior to the start of the first shooter from each squad. Squad leaders will point out each target to the shooters except on “blind” stages in which case no shooter will be told the location of any target.
- Squad leaders will provide the squad with time to conduct a walk-through of the stage which is not to exceed one minute per shooter unless the stage is to be a “blind” stage. It is up to the MD as to whether or not inspecting a firing position is permitted during the walk through.
- Squad leader will use the following verbiage to start each shooter: “Shooter do you understand the course of fire?” If there are no questions then; “Load and make ready.” “Shooter ready?” Once the shooter signifies ready; “Standby” At some point within the next 1-3 seconds the Squad leader will start the shooter with the beep of a reliable shot-timer.
- If at any point during the COF the Squad leader observes an unsafe act, he/she must call a cease-fire.
- It is up to the Squad leader/MD’s discretion as to how procedural faults will be handled but must be the same for every shooter
- Spotters are only required to call “Impact.” “Impact” is the only word that shall be used to let the shooter know the target he/she was engaging was struck with a bullet and will be scored as a hit. The word “hit” can be confused with “miss” and often times creates confusion so it shall not be used by the spotter.
- Spotters or Squad leaders are not permitted to signify in any way to a shooter where their rounds are impacting during the COF. Telling them after they have finished shooting is encouraged.
- For all timed courses of fire, the Score person will make every effort to ensure the shot timer registers the shooter’s final shot. Shooters will be automatically granted a buffer time of .3 seconds, meaning that if a shot was fired in 90.3 of 90 second stage and was an impact, the shooter will receive points for that impact.
- Score person must show each shooter their score for the stage prior to the squad departing the stage. Every attempt shall be made for the shooter to initial next to his score.
- Any issues that may arise must immediately be brought to the attention of the MD.
- The shooter is solely responsible for ensuring that he/she fully understands the MOST series and match rules as well as the COF prior to starting the stage.
- Shooters are completely responsible for the equipment they are shooting to include their firearms and ammo. A firearm deemed to be unsafe can be grounds for removal from the match.
- Shooters are solely responsible for their score. This applies to asking the Squad leader for a reshoot if the shooter believes one is warranted as well as ensuring the proper score was recorded for the stage. If the shooter does not sign for their score, they will not be permitted to petition the MD for a score change during the arbitration period.
- Reshoots shall only be permitted in the event of an interruption of the stage that was outside the control of the shooter. This may include broken targets, called cease fires for any reason not caused by the shooter, a broken prop or shooting support, or any other deemed reasonable by the RO. Reshoots will not be permitted for equipment malfunctions unless the firearm was provided as a “house gun”. Nor shall they be permitted for shooters who claim to have not understood the stage rules.
- There are two types of reshoots in MoST Competitions.
- Full Reshoot means the shooter will run the entire COF over from start to finish.
- A Partial Reshoot means the shooter is placed in the exact same position they were in at the time of the stoppage and will have the exact amount of time placed back on the clock which was remaining at the time of the stoppage. If either the position or the time remaining cannot be determined, the shooter must take a full reshoot.
- Once a shooter reshoots a stage, they must take the reshoot score.
- A shooter must compete in at least four MOST matches to qualify for final standings and prizes.
- A Shooter must participate in matches at two different range locations
- At least 3 of a shooters 4 qualifying matches must be in the 'steel' format (i.e. the Paper Tactical matches cannot comprise more than 25% of your qualifying matches).
Matches must have at least 15 shooters present to be counted in the series. - Junior Class is any shooter under the age of 18 on the day of the season finale
- 3150 fps is the maximum muzzle velocity allowed (to keep our steel intact).
NO STEEL CORE, 'GREEN TIP', RUSSIAN OR MILITARY BALL AMMO PERMITTED.
(Typical calibers are .308, 6.5mm Creedmoor, .260 Remington, 6mm Creedmoor, 6.5x47 Lapua, 6x47 Lapua, 6mm Dasher.)
Most magnums are NOT allowed (for instance, .338 Lapua, .300 Win Mag and 7mm Rem Magnum are not allowed). As a guide, 3000 ft/lbs of energy at the muzzle (with or without muzzle brake) is the maximum reasonable load for the comfort and safety of shooters on the platform next to you in a confined area. If you are running more than about 55 grains of powder, you will probably not be allowed to shoot some of the stages where shooters are tightly pack on a platform or narrow shooting area, or the shorter stages where damage to target hangers is likely.
If you have questions about a load, contact Buzz or Sean for a determination well before the match. We reserve the right to disqualify any load that may cause damage to the steel or stands.
A Magneto speed will be used on a random basis at the discretion of the ROs. Violation of the restrictions will result in automatic disqualification.
- Scoring for an individual match will be at the discretion of the match director.
- The top shooter's 'MoST' score for that match will be 100.
Shooters below the leader will be awarded their percentage of the leaders score. i.e.
(if the leader scored 500 points, he is awarded 100 MOST points as his match
total. If you shoot 400 in the same match, you would be awarded 80 MOST points
as your match total 400 is 80% of 500 = 80 points). - The shooters series score will be the average score of a shooters best 4 matches in the series.
- Shooters are responsible for insuring that their scores are correctly logged at each stage and on the final scoresheet at the end of a match. Scores will not be changed once shooters leave the STAGE area. Shooters may check the MATH on the final scoresheet to match it up with the stage scoresheets, but scores will not be changed after departing the range.
- The range is cold for a period of one week before the finale for all shooters, and shooters may not practice on the barricades of that range during this period. Use of the short range for zeroing only is permitted. .
