with the belt off, how hard is it to move the cutter pully? maybe look for filings that have gotten up by the bearing, vacuum those out.
If it still doesnt go, then maybe just runt he motor unloaded for a good 10 minutes or so, then hook the belt up, if it buzzes, try and give it a little help just to get started.
