Looking and judging by all the footsteps in the sand around him, I´d say this is care of burying the sniper.
In short they did a poor job at it.
Or perhaps he was just stampeded ower.

There will be a nice dust signature after the shot is taken. No cover or easy escape route masking dusty crawl backwards.It might of been better to be in the rocky area above this would at least mask the dust and the black shade as mentioned earlier.
Just my observations I did not see the whole area I am just going by the picture.

I would suggest that he is not operating alone, but is being depended upon to make the shot on the key target and at near max. range of his weapon. I would further suggest, based on his positioning, that it is the follow on action from CS and FS weapons that are the FOME. He iniates, they lauch FFE, he then kills whatever he wants...

YEA GET SOME....my favorite missions....DE is alot of fun too....

The sucky part is that this photo was posed....he has dirt poured on top of him and a few rocks piled up if you look close you can see it....
