I’ve got a stock Rem 700, fairly new and I am pleased for a hunting rifle. Shooting 168gr Nosler BT around 1/2 MOA at 100 and holding well out to 400.
I wanted to try a heavier load. I loaded a 190gr Nosler CC with 54.5gr RL19 and 51.5 Win 760. Bothloads had nearly the same group. 1st shot was isolated 1&1/2” low and to the right from the second 2 shots which touched one another, any ideas?

What is your overall length?
Are you jamming the bullet in the caes or seating it long?
Thats 2 grains lower then published max for rl19 and same for win powder.

Whats the jump from ogive to lands?
Whats your throat erosion from a spec clambering?

There's a million things you could do. I'd start with a ladder test. With a adjustment in bullet seating on the charge weight of 51.5 of win760 (whichever powder you have more of; but 51.5 will stretch out a few more rounds then 54.5 of RL19)
Then 51.7, 51.9 52.1, 52.3, 52.5, 52.7, 52.9 With the same COAL you used for the last batch. (Im guessing 3.340)
If the groups suck still find the best group of those fired charge weights and stick with that charge weight and adjust bullet seating.

Still more variables to consider and change.

195 TMK or 208 ELD-M would be my choice...and, in fact, I load both. I don't think I can squeeze the velocity I need out of the TMK to beat the ELD-M...but, accuracy first. One of those will likely shoot for you.
 
Yeah my custom 700 tolerates the 190 nosler CC. Submoa but not nearly as tight as the 208 ELDM or 210 smk. I tried various seating depths with the powders the rifle likes. It never shot as tight as the SMK or ELDM.
