Thanks for the feedback. Is there a downside to having the conversion rifles that I'm not seeing? The DTA conversion looks great (although the whole Bullpup design is a little different - haven't had the opportunity to shoot 1). I'm not interested in a normal entry level rifle - had a Rem 700 Sendero in 300 WM and found the accuracy dissapointing. I can add to the $3k budget if needed to pull this off but don't see the AI SPR $15k +.
There are several ways to skin this cat. You can go DTA (most expensive), or get a switch barrel system using a long action receiver (lets you go 300 WM and 308), or use a short action switch barrel system using 308 and 300 WSM (that's what I would recommend). My switch hitter calibers are 308/6.5CM/223; I could easily do 300 WSM as well, which for all intents is a 300 WM in a short action.
You should get a chassis system with an AI style detachable mag system (I like the Manners mini-chassis). You need to have it inletted for whatever receiver you choose. The trick is to get one that has an integral recoil lug so you don't need to mess around with go/no-go gauges. If you can get a Surgeon, do that or go with a Bighorn or v2 Defiance.
You need to choose between having a long or short action receiver. I advise going short action because hardware is usually easier to find and a little cheaper (e.g., 300 WSM mags vs tweaking feed lips of a 300 WM magazine to feed 308). If you were to use a short action, you'll need two bolts (one with the standard .473" 308 style bolt face and one with the .585" 300 WSM style bolt face); if it was the long action, you would need a 300 WM bolt face style bolt and a 30-06 style bolt face.
Get two barrels fit up to your specs (they'll need to fit in the barrel channel of you're chassis). When you're ready to change out, all you'll need is a barrel vise and an action wrench and a little bit of nickel anti-sieze.
To get all the hardware for this, you need to be willing to spend about $4.5K (custom action w/ two bolts, two match grade chambered barrels, chassis system, two different AI style mags, tools, and everything else you need to shoot the gun). This is still less than a DTA with two calibers ready to go. You can swap out calibers in the field if you get a DTA though (I don't see the need for this except for the most extreme military applications).
