I have a 308 Win and a 6.5 CM can I switch the barrels if the actions are the same? Can I swap barrels and make the 308 Win rifle into 6.5 CM rifle by just swapping the barrels?

Yeah but why? You will end up with the same thing but barrels on the other action. lol
I was waiting for the OP to say that LOL I'd rather take out two small screws and be done in a minute or two than change barrels on two actions.
Yeah, you can if both actions are made for pre-fit barrels and you indeed have pre-fit barrels. Otherwise, you can swap but head space may or may not be acceptable.

When/if I find a place with a good reputation that will ionbond brand DLC coat the Defiance Deviant Tactical action that is mated with the 6.5 CM barrel, I would like to still be able to shoot the 6.5 CM barrel while this action is off being coated.
Well then, you can swap them but there is no guarantee of head space being correct and it may require some gunsmithing to make it correct.

For defiance, headspace shouldn't be an issue. Still check though.
Just send your action to HM Blacknitride. I had them do a 1911 for me and it is fantastic. I think they used to do defiance actions, too.

Unless something has changed, the Deviant he has is not pre-fit compatible (so, not a pre-fit barrel) and we don't know what action he wants to swap this barrel into....right?
Ah, I missed that. Sorry and thanks. But still, unless something has changed the Deviant needs to be individually headspaced.
Look at the site for the Ruckus and it specified that it is pre-fit qualified. Not so for Deviant. Maybe it headspaces correctly…but that’s just being lucky.
