The issue with what you suggested above is that PayPal requires a “proof of purchase” when a buyer files a claim. If the buyer can’t provide proof of purchase then PayPal doesn’t rule in favor of the buyer. If the buyer provides proof of purchase of a prohibited item, then PayPal bans the buyer and sellers account.
Either scenario the buyer pays PayPal 3.5% to get hosed.
