The model number and place of mfg on a Surgeon 591 action is engraved on the top of the rail. I want to do a modification to the rail that will remove that information. Is it legal to have the model number and place of mfg engraved on the side of the action and remove it from the rail?

I don't think the model number and place of manufacture is controlled by law.

Yes you are fine to have the info engraved elsewhere. I have had to do it on AK receivers in the past.
