Introduced on November 9, 2020 by State Representative Terry Meza (D) - District 105, House Bill 196 seeks to remove Castle Doctrine and make it ILLEGAL for homeowners to use a firearm to stop a person in the process of breaking into their homes. The vaguely worded bill suggests that you can "still defend yourself against a burglar", but the use of firearms and lethal force would only be permitted if the homeowner is unable to effectively retreat, thus this bill seeks to turn Texas into a "duty to retreat" state. HB-196 is just one of many bills filed by Meza that would also greatly limit the amount of resources law enforcement can deploy to subdue violent subjects in the act of committing a crime, making certain legal firearm transfers illegal, invoking Red Flag laws, and cutting down on the number of public places where people can conceal carry handguns.
