IMHO this is a consequence of affirmative action hiring. He probably was never the best person for the job, just the best who checked the correct box while sucking the correct dick.
Didnt they just make penalties worse for people that harm companion animals? Regardless what the punishment is this guy will get off way too easy
Anyone that hurts a child, elderly or a dog deserves the worst possible consequences. Nothing I would suggest online.
