Anyone here a camera enthusiast? Need some ball head advice.

The cost of the ball head you'll want will be directly relational to how much weight it needs to support. Published weight capacities are incredibly generic and not to be taken seriously, as weight doesn't equal force, and force will increase the further you place a given weight from the fulcrum. For example, just because a ball head says 10 lbs, doesn't necessarily mean it will support a camera with a zoom lens that is under 10 lbs, because the zoom lens will put a lot of weight quite far from the pivot.

Long story short, get a ball head with an advertised weight capacity much greater than what you intend to use it for.

Really Right Stuff makes the best stuff. Pick the size rated for your needs. BH-40 is a good all-arounder. Go for the lever clamp, you’ll find the cheaper screw clamp annoying.

Looking for a small one with the typical 1/4-20 male threaded rod on top, and a 3/8-16 hole on the bottom. I can't seem to find any; they all have the quarter twenty on both the top and bottom. Does this even exist?

Most of the heavier heads have that option, if you look at the heavy duty version on that link it has a 3/8 hole with a 1/4-20 adapter so you can use both.
